Because there is an actual scientific process in place in France to grow tulips in April and May, and because tulips are in bloom in the winter months, plants in the South of France are grown to bloom in the autumn of that year, and therefore, the tulips would bloom in Spring, whereas tulips in the South of France are grown to bloom in Autumn, and therefore, the tulips would bloom in late Spring.

If you were planting tulip bulbs in early April, there was an increase in the temperature and therefore, the temperature of the soil, which results in the plant growing quicker. We know for a fact that in Europe the first tulips to bloom in late Spring are planted in this manner, which is not good.
